Assistant Director/Manager - Partnerships & Coordination (Municipal Services Office)

The Municipal Services Office was set up in October 2014 to improve the Government's overall coordination and delivery of municipal services. These services include the upkeep and improvement of the common living environment, such as the cleanliness and maintenance of the estates and the upgrading or provision of facilities and infrastructure. As a new outfit, we need to assemble a team of individuals who are highly adaptable to change, resilient, innovative and resourceful.


You will be involved in managing citizen feedback and ensuring a citizen-centric solution by leading, coordinating and facilitating collaboration between Government Agencies and Non-Government entities to improve the delivery of municipal services in Singapore. You will also identify trends of systemic issues underlying the delivery of municipal issues and work with relevant stakeholders to co-create sustainable and impactful solutions. In addition, you will have opportunities to lead, as well as, participate in cross-functional projects to improve municipal service delivery.


  • We are looking for people who are seeking the hands-on experience and the opportunity to shape the citizen-government service compact in the handling of complex municipal feedback.
  • You should be passionate about driving effective and long-term partnerships between stakeholders. Individuals with in-depth experience and networks in municipal matters, customer management or knowledge management would be preferred. 
  • As the job has frequent interactions with senior leadership, you should have strong writing, communication and presentation skills.
  • You should be able to develop workflows, and have keen analytical abilities and passion in engaging stakeholders to work towards win-win outcomes in order to realise goals for improving municipal services.

The successful candidate will be offered a 1-year contract in the first instance; subsequent renewal(s) for up to 2 more years will be subject to good performance. Conversion to a permanent position is subject to performance and vacancy.
